November 2026 GovCon Intel Brief from GovDash

October shut the door on new CIO-SP3 orders, and November opens with SEWP VI going live and a Dec 11 funding deadline on the horizon. Here's every signal that moved last month and the move each one demands.

Where the Money's Moving

  1. Congress Returns to a Dec 11 Funding Cliff: P.L. 119-103 funds the government through Dec 11 at a $1.701T annualized rate, and a lapse begins Dec 12 without new action. The House has passed 3 of 12 FY27 bills; the Senate has passed none. Build a second-CR scenario into every Q2 FY27 award date you forecast.
  2. DOW and Lockheed Set a 10-Year Framework for 850 F-35s: The Oct 22 framework covers at least 850 jets at 156 per year, with Lockheed self-funding at least $7B. It still needs NDAA multiyear authority and appropriations, and the CR bars multiyear buys. Map your F-35 parts to a 156-per-year rate before primes reset supplier quotes.
  3. NASA Converts 7,500 Contractor Jobs to Civil Service: NASA is moving 7,500 contract positions tied to launch, operations, and mission-critical engineering in house, and Amentum, Jacobs, and KBR are the most affected. Isaacman cites more than $100M in annual savings from early pilots. Small business, IT, and cybersecurity roles are excluded. Reprice NASA services recompetes for a leaner, specialized scope.
  4. FY27 NDAA Heads to Informal Negotiations: The House passed its bill in July, while the Senate failed cloture on the motion to proceed and took no further floor action. Negotiators will work from the House bill and the SASC version, with DOW IP repair rights and stock buyback limits in play. Flag every capture plan that depends on a new NDAA authority.
  5. GSA and Anthropic Cut Claude Token Prices 40%: The Oct 27 OneGov deal offers a 40% token discount with no minimums, days before the $1-per-user Claude deal expires Oct 31. GSA says OneGov savings now top $1.8B, about $1.6B from AI. Reprice AI line items in open proposals against consumption-based rates.
  6. Maximus Buys Agile Defense for $660M: The Oct 19 definitive agreement adds about 1,100 cleared personnel, Agile Labs, and customers at more than 50 agencies, with closing expected in Maximus's first quarter of FY27 pending regulatory approval. Maximus names DOW and DHS as growth targets. Add Maximus to your competitor list on every defense IT recompete.
  7. Court Closes the Book on DHS's $10B FirstSource III: Judge Meyers ruled the consolidation order gave DHS a rational basis to cancel and denied 23 protesters their bid costs. Of the 15 awardees, 14 already sell through NASA SEWP or GSA schedules. Get your DHS hardware lines onto SEWP VI or MAS now.
  8. SEWP VI Opens Nov 1 for a 10-Year Run: SEWP VI runs Nov 1, 2026 to Oct 31, 2036, adds ITC/AV services in Categories B and C, and moves NAICS and small business set-asides to the order level. SEWP V quotes are void once SEWP V ends Jan 31, 2027. Re-quote any SEWP V pursuit that won't award by January.
  9. CIO-SP3 Ordering Closed Oct 29: Oct 29 was the last day for new orders on CIO-SP3, CIO-SP3 Small Business, and CIO-CS, and orders placed on or after June 8 must end by Dec 31, 2028. Every follow-on now moves to another vehicle. Name the GSA or agency vehicle for each CIO-SP3 recompete you plan to chase.

From the Field

  1. Watch a Live Solicitation Get Priced on Nov 10: GovDash's Evan Allgair builds a price on screen against a real solicitation, from work breakdown and labor hours to basis-of-estimate documentation that holds up in a price reasonableness review. Twenty minutes of the hour is a Pricer demo, Nov 10 at 11 AM ET. Bring your current cost volume.
  2. GovDash Maps 525 Expiring Federal IT Task Orders: On Alliant II and CIO-SP3 Small Business, 525 orders carrying $32.5B obligated end by September 2027, and 214 of them have no options left. About four in ten expiring Alliant II orders drew a single offer. Sort your watch list by end date and contact the funding office first.
  3. Army's Ingraham: Shorter Statements of Need, Record Contract Volume: At AUSA on Oct 13, ASA(ALT) Brent Ingraham said Army Contracting Command executed more than 100,000 contracts this year and the Army did more enterprise-level contracts than ever. Requirements now describe the problem, not the tech specs. Lead every Army white paper with the problem you solve.
  4. Marine Corps PAE Bowdren: OTs Grow as Service Supplements Go: Stephen Bowdren told AFCEA NOVA that OTs and commercial solutions openings are about 10-20% of Marine Corps buys and growing, while service DFARS supplements are "pretty much being canceled." He wants performance data on OT vendors. Track your OT delivery results the way you track CPARS.
  5. Stimson's Gledhill Asks Congress to Narrow OTAs: Her Oct 22 op-ed notes DOW prototyping and production OT obligations rose tenfold from 2016 to 2024, passing $18B, and half of 2021-2024 OT obligations ran through consortia. She urges limiting OTs to R&D. Keep a FAR-based path ready for any OT production pursuit in case the FY27 NDAA narrows the authority.
  6. Hendall Ruling: The FSS Protest Clock Starts at the Award Notice: In Hendall Inc., B-423714.5 (Oct 1), GAO dismissed a CMS protest because a requested brief explanation under FAR 8.4 does not toll the 10-day deadline, as Evan Williams and David O'Neill explain for the Coalition. Calendar your protest deadline from the non-award notice on every schedule buy.
  7. Emily Murphy: Document Every Material LLM Use Now: The former GSA administrator says the final AI clause drops the productivity software exemption, so the material-use trigger now does the work. It adds a 25% cap on AI extraction liability and a 72-hour incident reporting rule. Write down where LLMs touch each offering before your CO asks.
  8. PSC's Kostro Flags FAR Case 2026-011 on Data Rights: The proposed rule replaces FAR 27.4 with a DFARS-style data rights framework and adds a commercial regime in a new 27.5, bringing DOW rules to civilian buys. The same tranche raises domestic content from 65% to 75% in 2029. Have counsel review every data rights assertion in your civilian proposals.
  9. Katie Helwig's OASIS+ Forecast Surfaces Fall Pursuits: Her Oct 23 report lists RFPs for Space Force COBRA DANE O&S in Unrestricted Technical & Engineering and SOMES in SB Technical & Engineering, plus an NGA Keystone draft RFQ in 8(a) Management & Advisory. Check your OASIS+ domain awards against each one this week.

Award Intelligence

  1. Raytheon Wins $8B Sole-Source Strategic Comms Terminal IDIQ: The Air Force Nuclear Weapons Center awarded the IDIQ Oct 13 with $800K obligated at award and work running through Oct 12, 2036. A ceiling this size with almost nothing obligated means task orders will drive the money. Pitch Raytheon on subcontract work tied to the first orders.
  2. Six Firms Named So Far to HHS's $220M FedHub MSO BPA: The Program Support Center's multiple-award BPA drew eight bidders, and named awardees include Deloitte, Zartek Solutions, Easy Dynamics, Capital Technology Group, TCG, and Electrosoft Services. Large and small firms share the pool. Ask HHS which shared-services orders hit the BPA first.
  3. GAO Sustains a Protest Over Unproven Offline Access: In a DOW academic skills app competition worth about $7.9M, GAO found the awardee did not show the required offline access and sustained the protest, per Morgan Lewis's Oct 20 roundup. One missed mandatory requirement can undo an award. Map every mandatory requirement to a proposal page before you submit.
  4. Leidos Books $259M at USCYBERCOM in One Week: A $99M OTA announced Oct 28 moves a cyber mission planning platform from DARPA to USCYBERCOM, days after a $160M cyber operations award. Leidos credits both to its $300M Kudu Dynamics purchase in 2025. Map which acquisitions handed your competitors their newest past performance.
  5. CACI Wins $426M Across Two NSWC Task Orders: A five-year NSWC Crane order worth up to $281M covers electromagnetic warfare R&D and prototyping, and a four-year Carderock order worth up to $145M covers maritime autonomy and sensors. CACI booked $4.8B in Q1 FY27, about 61% new business. Track Navy warfare center orders as a steady R&D entry point.
  6. XTec Clears Two Protests to Win $237.6M USAccess 2.0: GSA's 10-year HSPD-12 award serves 100+ agencies and 1.15M employees after protests by IDEMIA and incumbent Peraton, which withdrew in September. Peraton's 2017 contract carried a $166.5M ceiling. Price recompetes for the modernized scope the PWS describes, beyond the incumbent's footprint.
  7. VA Buys Agentic AI Through SEWP for $55.4M: Two orders went to V3Gate at $34M and Four Points Technology at $21.42M, and each drew five bids. SEWP is now a live channel for agency AI purchases. If you resell AI platforms, line up a SEWP VI contract holder before VA's next order.
  8. Accenture Federal Takes $151.5M ICBM FENCES Order Through Alliant 2: The Air Force issued the task order to Accenture Federal Services on a sole-source basis. Alliant II stays open for orders through June 30, 2028, so late sole-source orders can set incumbency well past the vehicle. Check Alliant II sole-source notices at your target agencies every week.
  9. GAO Sustains Protests of $1.9B Eglin Award Over Pricing Leak: GAO sustained protests by Fluor and Reliance on Oct 13, finding the Air Force compounded a Procurement Integrity Act violation by sharing leaked pricing with every bidder. Corrective action now has to restore a fair competition. Report any suspected price exposure to the CO in writing the day you learn of it.
  10. Small Business Protests DISA's Enclave Expansion: Competitive Range Solutions filed at GAO Oct 8, challenging DISA's plan to add COCOM-to-DoDNet migration to Leidos' $11B Defense Enclave Services contract. DISA gave industry 24 hours to answer its second sources sought. Answer every sources sought on a target requirement, even on short notice.

Pipeline Ahead

  1. MAPS Reopens to SB Teams, Proposals Due Nov 12: Amendment 0011 reopens the $50B Army vehicle to Small Business Teaming Arrangements only, with proposals due Nov 12 at 11:59 AM EST. Other offerors cannot revise, which raises unequal-treatment protest risk. Lock your teaming agreement and workshare split this week.
  2. SBA Size Standards Comments Close Nov 20: The methodology rule had 979 comments and the standards rule 352 as of Oct 20. SBA first said the rules would add 115,000 small businesses; its Office of Advocacy later estimated 4,000 to 6,000. Model your NAICS status under both rules and file a comment with your data.
  3. FAR Council Draft Final Rules Due Nov 18: DARS's Oct 23 case list shows draft final rule reports due Nov 18 on overhaul cases 2026-001, -002, -005, and -007, covering FAR Parts 1-7, 10, 18, 24, 26, 29, 33, 37, 39-41, 49, and 53. Assign one reader per part before the final rules publish.
  4. GSA Plans MAS Refresh 34 for November: Refresh 34 would add the new AI clause, an optional FSS domestic end products certification, and remove the limit on five-year option extensions. Holders must accept the mass mod within 90 days. Assign one owner to review the mod the day it posts.
  5. Census Lays Out Timing for $2.5B CenTAM: A new SAM.gov notice says solicitation activity for the decennial ($1B) and geospatial ($241M) BPAs ramps up before year end, while the enterprise ($1B) and systems and program support ($311M) BPAs stay under review for AI changes. Each runs up to 10 years. Pick your CenTAM lane and teammates now.
  6. MEGATRON Final RFP Targeted for Mid-Q1 FY27: AFLCMC postponed the Oct 7 CUI industry day for the $4.5B-plus IDIQ and has not set a new date. The final RFP is anticipated mid-Q1 FY27, with award in Q3 FY27. Finish your capability mapping and teaming before the RFP drops.
  7. JWCC UCM Core Proposal Date Goes Into Abeyance: The Oct 15 SAM.gov notice pulls the Oct 6 due date for the JWCC UCM Core hyperscale requirement, with a revised date coming by amendment. It says other JWCC UCM opportunities will follow later. If you resell or integrate cloud for DOW, prepare now for the non-Core UCM postings.
  8. HHS Plans an Enterprise Frontier AI BPA: HHS posted intent Oct 19 to sole-source a limited continuity award for Anthropic's Claude while it prepares the "HHS Enterprise Frontier SI Models and Advanced Features" multiple-award BPA. Frontier model vendors will compete for the BPA once HHS posts it. Watch SAM.gov for the BPA and prepare a model-agnostic pitch.
  9. GAO Rules on $1.4B RETS by Jan 19: Core4ce protested its removal from the DOW RDT&E support vehicle, alleging an unmitigated OCI tied to a firm that helped prepare the solicitation. DOW cannot award until GAO decides. Use the pause to firm up teaming with incumbents such as MTSI, American Systems, and ARA.
  10. GSA's Koses and Stanton Headline the Coalition's Nov 18-19 Conference: GSA Senior Procurement Executive Jeff Koses and Acting FAS Commissioner Laura Stanton speak Nov 18 in Falls Church, VA acquisition leaders follow Nov 19, and Jessica Tillipman keynotes the Nov 17 AI forum on the GSA AI clause. Bring your MAS mod and AI clause questions.

Regulatory Watch

  1. GSA's AI Clause Took Effect Oct 19: GSAR 552.239-7001 applies where LLM functionality is a material feature and Government Data goes directly into or comes out of the model. Contractors must disclose LLMs, keep human oversight, limit training on Government Data, and flow the clause down. Inventory every LLM in your offerings and subcontracts.
  2. SBA Refers 689 Removed 8(a) Firms to GSA for Audits: Many failed economic disadvantage thresholds or refused the three-year financial data call. GSA will review their awards for improper awards, false statements, and pass-through arrangements, and may refer cases to DOJ. Audit any teaming deal with a removed 8(a) firm now.
  3. CMMC RFI Data Undercuts the Phase II Pause: FNN obtained DOW's summary of 997 RFI responses, which put the average assessment cost at $47,000 against SBA Administrator Loeffler's July claim of up to $600,000, and 2,433 firms held Level 2 certifications as of September. Task force options include a narrower 90-day Phase II restart and 270-day POA&Ms. Keep your NIST SP 800-171 controls and SPRS score current.
  4. FAR Overhaul: Part 15 Rewrite Comments Closed Oct 19: The proposed rule covering FAR Parts 8, 12, 13, 15, 38, 44, and 51 would let contracting officers accept late proposals. Cases covering Parts 19, 22, 23, 25, and 30-32 remain with OFPP. Update your proposal procedures for the new Part 15 language before it goes final.
  5. DOW Rewrites DFARS Part 212 for Commercial Buys: Class Deviation 2026-O0028 Rev 1, posted Oct 22, requires contracting officers to give offerors the commercial determination memo within 15 days of a request, exempts consumption-based payments from advance payment security rules, and lets CSOs award over $100M without a written determination. Request your commercial determination in writing on every eligible pursuit.
  6. Court Leaves the Contractor DEI Order in Place: On Oct 14, Judge Abelson of the District of Maryland denied a preliminary injunction against EO 14398, reading its ban on disparate treatment as intentional discrimination already unlawful under federal law. The clause and its enforcement stand. Review your DEI programs and certifications with counsel before your next award.
  7. DOJ Directive 26-13 Widens the Fraud Playbook: Released Oct 8 by AAG Colin McDonald, it directs the National Fraud Enforcement Division to use tax, securities, consumer fraud, and cybercrime authorities, plus early pre-indictment asset seizures, against fraud. DOJ cites GAO's estimate of $233B to $521B lost to fraud each year. Refresh your mandatory disclosure and hotline procedures now.
