525 Federal IT Orders End by September 2027
CIO-SP3 takes its last new order on October 29. SEWP V is set to follow on January 31. Behind them, hundreds of task orders are reaching their end dates. If you hold one, you need a follow-on plan. If you want one, reach the buyer before the draft RFP.
GovDash’s new FY27 Recompete Report maps the orders ending, who holds them, who places and pays for them, and which agency forecasts point to what comes next. Here are the findings GovCon teams should see first.

Two major vehicles stop taking new orders within four months
NITAAC’s notice sets October 29, 2026, as the last day to award new orders on CIO-SP3, CIO-SP3 Small Business, and CIO-CS. Orders placed on or after June 8 must end by December 31, 2028. CIO-SP4 was canceled, and ExecutiveGov reports HHS is shifting IT buying to GSA vehicles.
SEWP VI is scheduled to open November 1 with 2,115 awards to 1,490 vendors and a $60B ceiling. SEWP V will take its last orders on January 31, 2027. Alliant II had its highest year yet in FY26 at $11.32B, up 11%, and stays open through June 30, 2028.
525 expiring orders, 214 with no options left
On Alliant II and CIO-SP3 Small Business, 525 task orders end by September 2027, carrying $32.5B obligated to date. 214 have no options remaining, totaling $12.7B. Each one needs a follow-on, a bridge, or an end.
The calendar has two heavy stretches. April to June brings 64 Alliant II orders worth $9.7B. September brings 96 orders across the two vehicles.
The placing office and the paying agency are different calls
GSA offices place about 51% of Alliant II’s ten-year dollars. DOD pays for 48% of that volume and DHS for 19%. On CIO-SP3 Small Business, DHS and HHS fund 65% of the expiring dollars, and USCIS alone funds 14 orders worth $1.10B.
Before you call a contracting office, know whose mission dollars fund the work.
Eight primes hold 78% of expiring Alliant II dollars
On Alliant II, eight primes hold 78% of the expiring dollars. On CIO-SP3 Small Business, no awardee holds more than 7%, and the top ten hold 41%. The median expiring order drew two offers on Alliant II and three on Small Business. About four in ten Alliant II orders drew a single offer, and 27% of Small Business orders did, too.
Cost-type and hourly work dominate expiring dollars
75% of expiring Alliant II dollars sit on cost-type or hourly work. On Small Business, 53% do: 49.5% hourly and 3.6% cost-type. Price a fixed-price version of your offer before the solicitation posts, starting with the work that runs cost-type or hourly today.
CDM DEFEND: $1.97B in bridge orders, one offer each
Four Continuous Diagnostics and Mitigation (CDM) DEFEND bridge orders end April 30, 2027. None has options left, and each drew one offer. A fifth order, DEFEND Group F, runs to September 4, 2027.
CISA says it anticipates a multiple-award IDIQ for CDM services previously provided under DEFEND. GSA’s 2025 sources-sought notice estimated $18B to $20B over up to ten years. We found no solicitation as of October 13.
What agency forecasts say about FY27
GovDash researchers collected 358 agency forecasts. 105 plan an award in FY27 Q2, January to March 2027. Only 109 state full and open or a small business set-aside. The rest are sole source, to be determined, or blank.
Forecast dates can trail the procurement record. NOAA’s space-based environmental monitoring forecast listed an FY27 Q4 award, although offers were due in May 2026. Check SAM.gov before you pursue any forecast.
