Today, we’re introducing major enhancements to how GovDash processes solicitation documents, produces compliance matrices, and organizes outlines. With our completely overhauled document processing system, GovDash users can now feel even more confident in GovDash’s industry-leading ability to extract and classify solicitation text with exceptional precision.
Engineering a Faster, Compliant Proposal Process
Behind the scenes, we’ve significantly upgraded our sentence classification and document entity recognition systems. These enhancements dramatically reduce citation noise, improve shred accuracy (breaking down of documents), and accelerate speed within the overall proposal process. As a result, teams get to a structured, validated outline faster, with greater confidence in every decision.
We’ve also centralized our document processing logic, ensuring that every GovDash product cloud (Capture, Proposals, Contracts) works from the same unified document model. To validate this foundation, we developed a specialized internal labeling and evaluation system tailored for GovCon, which rigorously tests the accuracy of our models. This makes it possible to deliver more cohesive, cross-platform features that share context and stay perfectly in sync. - GovDash Engineering Lead, Bailey Gardner
Outline generation, which previously used to take anywhere from 15 minutes to an hour in order to preserve accuracy, now consistently completes in under 10 minutes, often in as little as 5. This upgrade means teams can move from document ingestion to structured, validated outlines 80% faster than before. And this increase in speed isn’t sacrificing accuracy - accuracy levels have actually improved with these changes. Instruction sentence detection has improved by ~24%, and noise has been reduced by ~10%. As a result, our system now has 2x the ability to identify relevant sentences from solicitation documents, consistently capturing over ~95% of the necessary solicitation content for generation and enabling higher-quality outline construction.

When toggling between views, users can now explore how GovDash shreds and classifies each sentence in a solicitation - the system surfaces the exact details that impact your outline and content, section by section.
GovDash uses targeted classifiers to identify four key categories:
Proposal Preparation Instructions: Fine-tuned to detect sentences that drive outline structure: what to include, how to respond, and what attachments are required. These are the foundation of how outlines are constructed.
Task Area Requirements: Sentences that define the work to be performed if awarded the contract. These inputs shape the substance of each section in your response.
Evaluation Criteria: Details on how the proposal will be scored, including section weightings and qualitative benchmarks.
Shall/Will/Must Statements: Sentences containing mandatory compliance language to help surface critical obligations.
Together, these classifications provide an unprecedented level of transparency into the solicitation, ensuring your team responds with precision and compliance.
Shred, Review, and Citation Modes
Our new document viewer experience centers around three integrated modes, each purpose-built to support critical stages of proposal development.
Shred Mode: Line by Line
In our revamped Shred Mode, you’ll be able to seamlessly navigate through your provided Opportunity and Proposal documents to see exactly what GovDash has identified, including Proposal Preparation Instructions, Task Area Requirements, and Evaluation Criteria. It serves as a line-by-line shred of how GovDash reads the document.
Teams can navigate across proposal volumes and task areas with ease, ensuring that no requirement is missed and every response starts from a position of clarity.
Review Mode: Your Document, Deconstructed
In Review Mode, you’ll have a direct view of the exact citations pulled to support each section of your outline. For example, when reviewing a section called “Cloud Services”, it will be filtered to display the specific proposal preparation instructions that justify its inclusion, the task areas that should be addressed as part of that section, and the evaluation criteria that will be used to assess the quality of the response.
Citation Mode: Total Control Over Content Inputs
Citation Mode lets teams fine-tune the citations that guide proposal content generation. With intuitive highlight tools, you can add or remove references that influence each section, ensuring your responses reflect the most relevant, compliant source material. By default, we provide all relevant citations for each outline section, but with this tool, you have complete freedom to adjust them as you see fit. Our content generation respects these selections directly, so you stay in full control of what goes into your proposal.
What’s Next: Dash Capabilities in Your Outline
Soon, you’ll be able to use Dash, the AI assistant within GovDash, directly in the outline viewer. Need to generate new sections based on a specific topic? Want to focus only on Volume 3 of a solicitation? Just ask Dash. It will build, refine, or explain outline sections based on real citations, offering a new layer of agility in your workflow.
