Overview
Total Systems Technologies Corporation (TSTC) is an Arlington, Virginia-based, woman-owned small business providing specialized professional, technical, and management consulting services to the federal government since 2002. TSTC specializes in cybersecurity, data analytics, intelligence support, and acquisition management, and holds CMMI-DEV/SVC Level 3 and ISO certifications.
We sat down with Charles Camp, Strategic Project Manager, and Oyudari Baatartsogt, Proposal and Capture Associate, to discuss how TSTC uses GovDash across its business development and proposal workflows.
With team members balancing delivery, program management, and business development responsibilities, TSTC needed a way to increase its BD capacity without simply adding headcount. The team initially adopted GovDash for proposal development, but quickly expanded its use across opportunity management, capture, knowledge management, and day-to-day writing.
More than doubling RFI output
One of the clearest results has been TSTC’s ability to pursue more opportunities with the same team.
In 2025, TSTC responded to approximately 10 RFIs. Through August 2026, the team had already responded to approximately 22 to 25, more than doubling its prior-year RFI response volume with four months still remaining in the year.
TSTC attributes that increase to faster opportunity decisions, more efficient RFI development, and the ability to get to strong pink-team drafts faster.
Building a more scalable BD and proposal process
TSTC uses GovDash to manage its pipeline and bring more structure to RFI gate decisions. The team built kill-switch questions directly into its workflow, allowing stakeholders to quickly evaluate key criteria, vote, and reach go or no-go decisions.
Once TSTC decides to pursue an opportunity, GovDash supports the team throughout proposal development. The team uses it to shred PWS documents, build compliance matrices and outlines, identify relevant past performance, and help SMEs strengthen drafts against solicitation requirements and evaluation criteria.
This has been particularly valuable for a small team. Rather than spending time chasing every opportunity or manually assembling the foundation of each response, TSTC can focus its resources on the opportunities it believes it can win.
Turning company knowledge into a reusable resource
TSTC has also built a reusable knowledge base in GovDash by loading monthly performance reports and relevant publicly available government guidance.
Instead of manually searching through previous documents, the team can quickly surface relevant past-performance examples, supporting evidence, and government references while developing responses.
TSTC has extended GovDash beyond capture and proposals as well. Team members use the Word add-in for monthly reports, emails, performance reviews, and other day-to-day writing, while the SharePoint connection gives them another way to quickly find and work with company information.

Making adoption stick
TSTC took a deliberate approach to adoption. The company assigned a team member substantial responsibility for running GovDash, enabling new capabilities, coordinating with IT, and keeping workflows moving.
Leadership reinforced that adoption through its own usage, with Chip using GovDash daily across a range of writing tasks. As TSTC expanded into new workflows, the team also worked closely with GovDash customer success to configure and operationalize them.
The result is not simply faster proposal writing. TSTC has built a more repeatable operating model for deciding what to pursue, turning SME expertise into stronger content, and getting more work through the same team.
