The biggest mistake teams make? Waiting for the formal solicitation to start capture. By then, it's too late to position.

Brittany's guidance was direct: "Make a go or no-go decision as soon as you can. If you're pursuing a major recompete, you need to start your capture activities now. The next ninety days are critical."

Shrinkage Traps Are Silent Pipeline Killers

Contract volume can erode gradually, and most teams don't catch it until win rates already start to suffer. The Department of State lost 50% of its contract volume last year due to shifting priorities. That kind of shrinkage doesn't announce itself.

The fix: run a pipeline contract concentration analysis. Align your current contracts with agency priorities. Protect incumbent positions before an opportunity slips away, not after.

Hidden New Starts Are Buried in Budget Line Items

Early presolicitation signals are where the real edge lives. New budget line items across agencies typically generate associated IT contract activity within one to two years. The teams that track those signals and build toward them early have a structural PWIN advantage that grows over time.

  1. Track budget signals. Set presolicitation alerts on SAM.gov and monitor agency-specific procurement patterns.

  4. Run a concentration analysis on your pipeline. Find the shrinkage risk before it finds you.
