October 2026 GovCon Intel Brief from GovDash

Your FY27 pipeline just lost three GWACs and gained a $50B vehicle. Here's every signal that moved in September, and the move each one demands.

Where the Money's Moving

  1. FY27 Runs on FY26 Money Until Dec 11: The 72-day CR (P.L. 119-103) holds all 12 bills at FY26 rates through Dec 11, and none of the 12 FY27 approps bills have been enacted. Build the Q1 pipeline based on what agencies can fund today, and treat every new start as at risk.
  2. NITAAC's 3 GWACs Close Oct 29: CIO-SP3, CIO-SP3 SB, and CIO-CS stop taking new orders Oct 29, and any order awarded since June 8 must end by Dec 31, 2028. Map every NITAAC opp to Alliant 3, OASIS+, SEWP VI, or MAS now, and confirm your OASIS+ domain first.
  3. Congress Turns on VA's $27B Oracle EHRM Deal: Lawmakers from both parties are pushing back on the contract. Price schedule risk into any EHR sub role now.
  4. GSA Adds a Token-Based OneGov Discount on OpenAI: Agencies now get model access priced on consumption. Price your own AI offerings the same way; this is the benchmark buyers will hold you to.
  5. Military-VA Record-Sharing Mandate Spurs New IT Spending: A new military-VA health record-sharing mandate is driving IT spending at both departments. Interoperability firms should answer DHA's open RFI on VA-connected health data now.
  6. ITC Federal Buys Capgemini Government Solutions: ITC Federal acquired Capgemini Government Solutions and launched ITC Digital Solutions. Confirm your workshare now if either firm is on your team, before the partner list resets.
  7. Judge Freezes USDA's Reorg: A federal judge stalled USDA's reorg, and the ED's shutdown plan hit another hurdle the same week. Confirm which USDA and ED program offices still hold buying authority before you spend capture dollars.
  8. Improper Payments Hit $186B: GAO put federal improper payments at $186B as a new compliance cycle opens. Fraud analytics and audit firms should expect more IG and CFO requirements in FY27.
  9. DLA Is Hiring Digital Employees: DLA is preparing to deploy AI digital employees across its operations. Pitch agentic workflows with measurable throughput; DLA just expanded its DAI support contract with IT-Strat to meet AI and automation demand.

From the Field

  1. Inside MEGATRON, OASIS+, and MAPS: Oct 14: Katie Helwig, Eric Nusbaum, and Dan Abernathy on FY26 small business wins. Nov 18: Allison Gregory on the $50B Army vehicle's fees and scoring. Register if either fits your FY27 plan.
  2. Pricing to Win Under the Fixed-Price Default: Learn why dividing last year's cost-plus number by 12 fails a realism check, then watch a real bid built live in GovDash Pricer. Send your cost volume lead, since those assumptions now set your margin for the life of the contract.
  3. Build Your First Dash Agent: Oct 28, 50 Seats: In 90 minutes, pick a workflow and launch a working Dash Agent with two GovDash experts in your breakout room. Apply now; seats cap at 50, and every attendee gets GovDash's new AI in GovCon report.
  4. HTRO Is Coming: Can You Prove Your Score?: Oct 6, 11:30 AM ET, Judy Bradt and Katie Helwig spend 30 minutes on who wins when technical score leads the source selection. Start banking CPARS, work samples, and certs now; HTRO proof must be in place before the RFP.
  5. AI Is Already Scoring Federal Proposals: A new court case shows AI sitting in the federal proposal evaluation seat. Write every section so a machine can trace your compliance to each requirement.
  6. Why the $50B CIO-SP4 Died: FNN's Jason Miller says CIO-SP4 was no longer relevant or needed by the time NITAAC canceled it. Weight your FY27 vehicle bets toward OASIS+, Alliant 3, and SEWP VI.
  7. Your People Strategy Is a Proof Point: Learn which workforce metrics evaluators actually credit, straight from a former contracting officer. Start logging time-to-fill, retention, and bench data now, since missed staffing deadlines on FFP work can trigger price reductions and CPARS hits.
  8. VA Told Congress $120.9B in Cuts. OIG Found $1.1B: The watchdog counted 435 actual terminations from the 2025 DOGE-driven review. Check your own contract status, since 78 listed actions never ended and 11 came back.

Award Intelligence

  1. $50B MAPS Clears Its Final Protest: GAO denied all six remaining challenges, closing out Cinteot's last. Staff for the first TOs now, since the Army may skip August's recommendation to reopen for SB teams.
  2. GAO Sustains Protest on DHS's $3.1B CWMS 3.0: Turning Point's challenge to WidePoint's win landed on evaluation flaws, and the recommended fix is a fresh review and new award decision.
  3. GE Lands $2.87B Navy F414 PBL: GE won a $2.87B NTE PBL contract covering 17 F414 components on the F/A-18E/F and EA-18G. The award was sole-source to the only F414 maker, so the opening sits in GE's supply chain, where PBL pushes availability risk down to subs.
  4. Anduril Wins a Cat 1 Prime Seat on $1.5B C-UAS: Anduril added a Cat 1 prime spot on DHS's $1.5B C-UAS IDIQ, a month after challenging its original tier. Tier placement can move after award, so challenge one that undervalues you.
  5. EY Wins $990M DOW IG Audit on a Single Bid: EY took $990M in DOW IG financial statement audit work through FY31, and the RFQ drew one submission. Audit firms should find out why the field stayed empty, then position for the recompete.
  6. Google Wins DHS's $876M Cumulus Cloud IDIQ: Google Public Sector won the $876M Cumulus IDIQ, DHS's department-wide cloud program. Google partners should chase DHS component migrations now.
  7. Guidehouse Wins $750M USDA RD BPA: Guidehouse won USDA Rural Development's $750M servicing and modernization BPA. Loan servicing and modernization firms should pursue sub roles before TOs flow.
  8. STTR Phase III Hits $749M at NAVSEA: IDT won a $749M NAVSEA Automated Test and Retest STTR Phase III contract. SBIR and STTR holders should study this path; Phase III sole-source awards now scale past $500M.
  9. Accenture Wins ED's $700M FSA Cloud BPA: Accenture beat two bidders for the $700M FSA cloud BPA and already added a $124M task. Cloud subs should get in front of Accenture now, and digital firms should note Rise8's spot on ED's $330M multiple-award FSA Digital Services BPA.
  10. Defense Unicorns Wins $350M for Open-Source Delivery: DOW awarded Defense Unicorns $350M for an open-source software delivery platform. Software vendors should build on open, portable containers; DOW is paying to cut lock-in.

Pipeline Ahead

  1. $626M DHS Network, Cloud, and Cyber IDIQIs Due Oct 6: The $626M single-award IDIQ requires a TS facility clearance, and the award is expected in late November. Uncleared firms should pursue sub-roles this week.
  2. SEWP VI Goes Live Nov 1: SEWP VI takes its first RFQs Nov 1; each contract carries a $20B ceiling through Oct 2036, and SEWP V stays open through Jan 31, 2027. Non-awardees need a prime or channel plan before SEWP V closes.
  3. MEGATRON Industry Day: The virtual Oct 7 session previews the $4.5B+ C3BM vehicle, with the final RFP targeted for mid Q1 FY27 and no one-on-ones scheduled. Firms without an ABMS or XA seat should attend; the SB pool is their way in.
  4. VA Enterprise AI Solicitation Expected in Oct: The no-incumbent contract rolls AI out to 540,000 users, and RFI responses are due Oct 7 at 10 AM ET. Answer the RFI now; it asks how VA should run a technical challenge during evaluation.
  5. Army Opens Enterprise Agile Services Competition: The Army launched a competition for an Enterprise Agile Services contract. Incumbents should confirm whether their current agile TOs roll into it.
  6. SSA's ~$7.8B ITSSC 3 RFP Is Out: The next-gen Enterprise IT Services IDIQ replaces three incumbent contract sources, totaling about $ 7.8 B. Pick your prime or teaming posture this week.
  7. Court Freezes Polaris SB Awards: A court blocked further GSA Polaris SB awards, and the HUBZone and SDVOSB pools remain under review for additional awards. Route near-term Polaris targets through another vehicle.
  8. $202M MDA MAPSS Tranche 2 Heads to OASIS+ SB: Natasha Velez flags MDA MAPSS Security Tranche 2 as anticipated on OASIS+ SB. Confirm your OASIS+ SB domain access now.
  9. CISA Readies $100M+ Cyber Assessments Recompete: CISA is set to compete its $100M+ Cybersecurity Assessments and Cyber Hygiene contract. Line up assessor credentials and cleared staff now.
  10. DHA RFI: Host VA-Connected Health Data: DHA opened an RFI to host and integrate VA-connected health data. Respond now if you hold DHA or VA interoperability past performance.
  11. Army SBIR Wants Agentic AI for Acquisition: A new Army SBIR/STTR topic seeks agentic AI to support acquisition decisions. AI firms without a defense foothold should submit; SBIR opens the door to Phase III.

Regulatory Watch

  1. CMMC Task Force Report Lands, Still Under Wraps: DOW CIO Kirsten Davies got it Sept. 11 and says over half of 1,100+ comments backed suspending third-party certs. Keep SPRS and NIST SP 800-171 up to date; self-attestation is the enforcement path now.
  2. Size Standards Comments Now Due Nov 20: SBA extended the deadline after 2,117 filings ran 85%+ opposed, and forum speakers went 40 to 6 against. File comments with your own revenue data.
  3. SBA Cuts Its Newly Small Estimate From 37,002 to as Few as 4,000: SBA Advocacy now estimates 4,000 to 6,000 mid-size firms would become small, down from 37,002. Rerun any competitor analysis built on the old number.
  4. SBA Removes a Rulemaking Safeguard: Schwabe, Williamson & Wyatt flags the removal of a safeguard from the SBA's rulemaking process. Expect faster SBA rules with less notice, and check the Federal Register monthly.
  5. SBA's Scorecard Now Grades Veterans and Competition: SBA overhauled how it grades agencies' SB contracting, adding weight on veterans and competition. Pitch OSDBUs with the metrics that now move their score.
  6. An 8(a) Fast Lane for Defense-Critical Firms: SBA will prioritize 8(a) applications in defense-critical industries. File now to jump the queue if your NAICS fits.
  7. Army's Project Gatekeeper Aims to Fast-Track ATOs With AI: The Army is piloting Project Gatekeeper, using AI to scan vendor code in Army DevSecOps pipelines and generate ATO evidence. Line up an Army mission sponsor first, because you need one to get in.
  8. FAR Part 15 Gets Rewritten: It sits inside four proposed rules covering 17 parts. Read it first; fewer exchanges before the competitive range put more weight on your initial proposal.

Turn this month's signal into pipeline.

NITAAC closes, and SEWP VI to open soon. Every CIO-SP3 opp you hold needs a new vehicle before then. Meet Dash, the AI that grows your government revenue. Ask Dash to find where each pursuit can move in Discover, then keep every record current in Capture while your team decides where to bid.
