How GAP Solutions Tripled Its Pipeline and Unified BD Operations with GovDash

About GAP Solutions
GAP Solutions is the federal contracting arm of System One and has been delivering mission-critical services to the federal government since 1999. The company provides mission support, human capital, scientific, health, technical, program management, and management solutions to a broad range of federal customers including HHS agencies, the DOD, and DHS.
Connor Izzo is a Business Development Analyst at GAP Solutions, responsible for the full lifecycle of proposal development from opportunity identification through submission, as well as capture and internal BD activities.
The Challenge
Fragmented Tools, Limited Leadership Visibility, and Blindsided Teams
Before GovDash, GAP Solutions ran its BD operation across a collection of separate platforms: one for AI-assisted writing, another for pipeline management, a third for opportunity discovery, and a separate library for past performance. Every function lived in its own system.
"Before GovDash, we had a different site for AI writing, for our pipeline, for finding opportunities, for our past performance library," said Connor Izzo, Business Development Analyst at GAP Solutions.
The fragmentation created coordination gaps across the organization:
BD, recruiting, program management, and contracts teams operated without shared visibility into active opportunities
Leadership and program managers had limited window into the pipeline
Program teams often did not have access to necessary information to proactively prepare for contract execution
Solution
1. A Unified Platform for the Full BD Lifecycle
The defining shift for GAP Solutions was consolidating every BD function into one system. GovDash replaced the separate tools for AI writing, pipeline management, opportunity discovery, and past performance with a single platform.
"A big part of it being a right fit is that so many different components are in one software versus different ones."
The team primarily uses Capture Cloud, Word Assistant, and Discover. Capture Cloud became the foundation for pipeline management and reporting. Word Assistant replaced the previous AI writing tool. Bid Match replaced the manual process of monitoring SAM.gov, GSA, and other sources. SharePoint integration connected GovDash to existing document libraries.
2. Leadership Visibility Through Weekly Pipeline Reviews
One of the most consequential outcomes of adopting GovDash was a structural change in how leadership engages with BD. Within the first few months, GAP Solutions introduced weekly pipeline meetings with its full leadership and program management team, driven by the visibility GovDash made possible.
"GovDash allows our PM team to look through a pipeline and determine what opportunities they have coming up, where documents are located, and how collaboration with BD increases p-win. It gives them a bird's eye view of our pipeline that they didn't have before GovDash."
Program managers are now subscribed to opportunities relevant to their area. They have advanced visibility into what is coming and can begin preparing well before award.
3. Opportunity Discovery Through Bid Match
Discover expanded GAP's pipeline beyond what traditional monitoring could surface. Adding a dedicated recompetes column to the pipeline ensured ongoing preparation. The team also uses Bid Match to catch early signals the market has yet to broadly surface.
One concrete example: an RFI for a previously lost recompete appeared in Bid Match two years earlier than the team expected. The early release signaled that an incumbent may be underperforming, giving GAP Solutions time to prepare a stronger pursuit well ahead of the solicitation.
"We found through Discover that the government released an RFI for that opportunity two years earlier than previously thought," said Connor Izzo. "That's a specific use case I can speak to."
Results
Pipeline Tripled and Leadership Now Drives BD Strategy Together
With GovDash, GAP Solutions scaled BD operations across the organization without adding headcount:
Pipeline grew by hundreds of opportunities immediately, a 3x increase
Weekly pipeline reviews with full leadership and PM team established as a standing process
Program managers now have real-time visibility into active opportunities, document locations, and BD status
All BD functions consolidated from four separate platforms into one
Why GovDash?
GAP Solutions was using a different AI-enabled BD tool before switching to GovDash. Over time, the team found the tool stopped keeping pace with how they actually worked and the recommendations they were making.
The introduction to GovDash came through a personal connection. Connor knew Gavin from before he joined GovDash, and when he saw the platform, the fit was immediate. "I had been in government contracting for a while, so when I saw it, I instantly knew how applicable it could be to my everyday job," he said.
The evaluation confirmed the initial read. GovDash covered the full BD lifecycle in a single system, consolidating what had previously required four separate platforms. Onboarding was smooth, supported by direct access to the GovDash team for questions and guidance on getting the most out of the platform.
Advice for New Users
"Government contracting is an extremely competitive world. If you fail to implement AI into your everyday processes, you are behind the 8-ball," said Connor Izzo, Business Development Analyst at GAP Solutions. "GovDash is not as daunting as some of these other AI enablers. They have a great customer support team that can show you the best ways to utilize the multiple different tools and avenues within GovDash."
