Opportunity Forecast moves the starting line back. It shows anticipated awards and likely recompetes alongside active solicitations in one searchable view, so the work is visible while there is still time to influence it.

What it does
Opportunity Forecast combines agency-published forecasts with recompetes GovDash calculates itself, in a single normalized list inside Discover.
The published forecasts come from:
- DHS
- GSA
- EPA
- Several US Army Corps of Engineers districts
- Select state and local sources such as New York, Miami-Dade, and Texas DIR
Two engines feed the view:
- Agency-published forecasts are ingested and normalized so you stop stitching forecast PDFs and spreadsheets together by hand. The recompete engine flags any active federal contract expiring within the next 24 months as a likely upcoming recompete, with the incumbent, vehicle, and period of performance where available. Since recompete RFPs typically publish months to a year before the incumbent contract ends, that surfaces the work well before the solicitation is public.
- Every forecast carries a Forecast Confidence Index, calibrated against historical forecast-to-solicitation-to-award outcomes, with the confidence drivers visible on the record. Forecasts are treated as probabilistic and scored, not published as a flat static list.
How teams use it
Open Discover and go to the Forecasting view. Filter by agency, buyer, NAICS or PSC, set-aside, timeframe, value band, or confidence, in the same interface as active solicitations. Save a forecast to a watchlist, or convert it into a pre-solicitation opportunity in Capture with its provenance and confidence attached. From there, Dash surfaces related awards, prior solicitations, and teaming candidates.
When a forecast converts to a live solicitation, Discover alerts you and hands the opportunity off to Proposal with context already attached.
Discover finds the work early; you build the relationships and shape the scope while there is still time to.
Who it is for
Capture managers get room to start capture before competitors see the work, align teaming while the window is open, and hand off to Proposal with context intact.
